Unlike Skype meetings, GoToMeetings (and Webinars) must be manually started by the Organizer, otherwise no one will be allowed in.  The Organizer has to log in to the appropriate account to do so.  The login credentials are restricted to a small group for security reasons.  For more details, see READ THIS FIRST if You Need to Schedule or Start a Meeting) or contact the OITHelpDesk.
